Housing Programs

North Country Rural Development (NRDC) is dedicated to enhancing the quality of life for residents in Essex, Washington, and Warren counties by offering comprehensive housing grant programs. These programs are specifically designed to assist low to moderate-income individuals and families, ensuring they have access to safe, decent, and affordable housing. Our initiatives cover a range of needs, from major home rehabilitations and emergency repairs to mobility modifications and the replacement of dilapidated mobile or manufactured homes. We prioritize vulnerable populations such as families with young children, the elderly, and low-income households.

Housing preservation is critically important in rural areas where housing stock can be limited and often older, requiring significant maintenance to remain habitable. By preserving and improving our existing housing stock, we not only enhance public health by addressing safety hazards and improving living conditions but also ensure the long-term stability and resilience of our communities. Effective housing programs reduce the need for more costly interventions in the future and support the overall well-being of residents.

NRDC’s Tri-County HOME Program

NRDC’s Tri-County HOME Program funds owner-occupied home rehabilitation and lead-based paint abatement for low to moderate-income residents of Essex, Washington, and Warren counties. This grant is for major home rehabilitation, with a spending cap that increases when performing lead abatement.

Eligibility:

  • Households with incomes at or below 80% of the area median income.

  • Families with young children, the elderly, and low-income residents of Essex, Warren, and Washington counties are encouraged to apply.

Program Overview:
The New York State HOME Program, administered by the New York State Housing Trust Fund Corporation (HTFC), uses federally allocated HOME Investment Partnership Program funds to expand the supply of decent, safe, and affordable housing within the state.

NRDC’s Tri-County RESTORE Program

The Tri-County RESTORE Program funds emergency home repairs for owner-occupied homes of residents aged 60 and above in Essex, Washington, and Warren counties. It also assists with mobility modifications to help residents age in place and eliminate health and safety hazards.

Eligible Activities:

  • Emergency repairs or code violations that pose an immediate threat to the life, health, or safety of the elderly homeowner.

  • Mobility modifications.

Eligibility:

  • Must own and occupy the residence as the primary home.

  • Must be 60 years or older.

  • Household income not to exceed 100% of the area median income.

Program Goal:
To enable seniors to continue living independently in their homes by addressing emergencies and code violations.

NRDC’s AHC Program

The AHC Program funds owner-occupied home rehabilitation for low to moderate-income residents of Essex, Washington, and Warren counties. While awaiting the result of our funding application, we encourage you to apply to be placed on our waiting list.

Program Goals:

  1. Promote home ownership among low- and moderate-income families.

  2. Stimulate community development, stabilization, and preservation of New York communities.

Community Development Block Grant (CDBG) Home Rehabilitation Program

NRDC currently administers programs for both Washington and Essex counties.

New York State’s CDBG Program supports community development activities to build stronger and more resilient communities. Activities may address infrastructure, economic development projects, public facilities installation, community centers, housing rehabilitation, public services, clearance/acquisition, micro-enterprise assistance, code enforcement, homeowner assistance, etc.

Manufactured Home Replacement Program (funded by HOME, CDBG, NYS MMHRP)

This program assists low- and moderate-income homeowners in replacing dilapidated mobile or manufactured homes on land they own with a new manufactured, modular, or site-built home.

Eligibility:

  • Property must be the primary residence, sited on land owned by the homeowner.

  • Household income not to exceed 80% of the area median income.

Eligible Costs:

  • Demolition, removal, and disposal of dilapidated units.

  • Purchase and site prep for the new unit.

  • Temporary relocation assistance.

  • Permitting, environmental review, and testing.
