Essex County Land Bank – Request for Proposals
The Essex County Land Bank (ECLB) is seeking proposals from qualified civil engineering firms to complete site feasibility and infrastructure studies for three properties located within the hamlets of Westport, Chesterfield, and North Hudson, NY.
MWBE, Section 3, and Disadvantaged Business Enterprises are strongly encouraged to apply. ECLB adheres to all Fair Housing and Non-Discrimination policies in the administration of its programs.
The project will evaluate the suitability of each site for new modular homes, including roadway access, utility extensions, geotechnical review, environmental/regulatory compliance, and preliminary cost estimates. Firms will be expected to coordinate with local officials, utility providers, and state agencies (APA, DEC, DOH).
MWBE/EEO Participation: ECLB is committed to New York State Homes and Community Renewal (HCR) goals for Minority- and Women-Owned Business Enterprises (MWBE) and Equal Employment Opportunity (EEO). Proposals must include an MWBE/EEO Utilization Plan.
Deadline: Proposals must be submitted electronically (PDF) no later than September 12, 2025.
