Downtown Revitalization Initiative – Ticonderoga, New York

The North Country Rural Development Coalition (NRDC), in partnership with the Ticonderoga Revitalization Alliance (TRA), is seeking qualified firms to provide Business Attraction and Tenant Recruitment Services in support of the ongoing Downtown Revitalization Initiative (DRI) in Ticonderoga, New York.

Community Overview

Ticonderoga is home to approximately 4,700–4,800 residents year-round and serves as the commercial and service hub for southern Essex County. During the summer months, the town’s population nearly doubles due to tourism, second-home residents, and visitors from neighboring communities including Putnam, Hague, Crown Point, and nearby Vermont. This steady regional draw and strong seasonal demand create an exceptional opportunity for growth in dining, entertainment, and retail offerings within the downtown district.

Opportunities for Business Investment

Through the DRI and a strong network of local and regional partners, Ticonderoga offers an attractive environment for business expansion. Highlights include:

  • Low-interest and affordable small business loans through the Local Development Corporation (LDC)

  • Low commercial rents in NRDC- and TRA-owned or managed properties, with build-out flexibility and, in select cases, a pathway to ownership

  • Partnerships with the Essex County Industrial Development Agency (IDA) for PILOT and investment incentives

  • Active mixed-use housing and commercial rehabilitation programs supporting year-round vibrancy and workforce stability

Scope of Work

NRDC and TRA are seeking a firm with demonstrated experience in business attraction and tenant recruitment, particularly with successful placements or relationships involving brands such as Starbucks, Panera Bread, Chick-fil-A, Chipotle, or comparable regional dining, brewery, and entertainment concepts.

The selected firm will assist in identifying and recruiting both national and regional operators, as well as local businesses from surrounding areas that may benefit from relocating, expanding, or repositioning within Ticonderoga’s revitalized downtown.

Proposals that include milestone-based or incentive-tied compensation for measurable recruitment outcomes are encouraged.

NRDC and TRA encourage participation by New York State–certified Minority- and Women-Owned Business Enterprises (MWBEs). Proposals from MWBE firms, or those demonstrating a good-faith effort to subcontract with certified MWBEs, are strongly encouraged.
