14 Oct RFP: Ticonderoga Apartment Rehabs
I. Overview
North Country Rural Development invites qualified contractors to submit bids for the rehabilitation of two apartment projects located above commercial spaces in Ticonderoga, New York. Contractors may submit proposals for either one or both of the following projects:

Project 1: Second Floor Apartment Conversion

Project 2: Single Interior Renovation of Existing Apartment
These projects are part of the Vacant Rental Program (VRP), which supports the revitalization of vacant spaces across New York State.
II. Project Descriptions
Project 1 – Second Floor Apartment Conversion
This project involves converting the second floor of the subject property into two independent, one-bedroom apartment units. Both units must have a Certificate of Occupancy (CO) upon completion.
Scope of Work Includes:

Interior framing, drywall, and finishes
-
Full electrical and plumbing replacement

Heating system installation
-
Flooring, trim, and painting
-
Entry door and stair reconstruction
A certified lead-safe contractor must perform all work. A final lead clearance test is required prior to project closeout.

Project 2 – Interior Rehabilitation of Existing Apartment
This project involves the complete interior rehabilitation of a third-floor apartment, including upgrades to all major systems and finishes.
Scope of Work Includes:

Interior demolition and site preparation

Electrical and plumbing upgrades
-
Installation of flooring, insulation, drywall, paint, and finishes

New kitchen and bathroom installation
-
Reconstruction of the exterior staircase
-
Installation of life-safety improvements, including smoke detectors and exit lighting

III. Contractor Qualifications
Contractors must meet the following qualifications:

Possess valid licenses and insurance to perform construction in New York State
-
Provide proof of liability and workers’ compensation insurance

Be EPA Lead-Safe Certified
IV. Submission Requirements
Bidders must submit the following materials:
-
Itemized Cost Estimate based on the attached scope(s) of work
-
Estimated Project Timeline, including anticipated start and completion dates
-
Proof of Insurance (liability and workers’ compensation)
-
Completed Contractor Application, W-9, and EPA Lead-Safe Certificate
V. Evaluation Criteria
Proposals will be evaluated based on:

Cost competitiveness
-
Demonstrated qualifications and relevant experience
-
Ability to complete work within the proposed timeline
-
Compliance with program and safety requirements
